赛事指南

一、参赛对象

重点面向全球广泛招募符合专题赛道领域要求的创新类项目。

二、参赛要求

符合国家法律法规和国家产业政策。

2.项目团队组成包括1名负责人和不少于2名核心成员，负责人年龄不超过65周岁(1961年9月1日以后出生)，团队平均年龄不超过55周岁。

3.项目负责人应满足其下任意一项:

(1)取得博士及以上学位；

(2)被认定为杭州市E类及以上人才；

(3)有海外相关工作经历(含创业经历)3年及以上；

(4)曾在国内外高校、科研院所(新型研发机构)、知名企业中担任中高级技术职务、管理职务或科研团队带头人等专业人才。

4.若参赛项目已完成工商登记工作，需为经营规范、社会信誉良好、无不良记录的非上市科技型中小企业，企业登记注册时间一般不超过3年。

5.若参赛项目未完成工商登记工作，参赛项目需具有创新能力和高成长潜力，主要从事专题赛要求的项目领域内的高新技术产品的研发、制造、服务等业务，具有良好的经济效益和社会效益潜力。

6.参赛项目涉及的产品、技术及相关专利归属参赛团队或企业，与其他任何单位或个人无产权纠纷，不得侵犯他人知识产权；所涉及的发明创造、专利技术、资源等必须拥有清晰合法的知识产权或物权；抄袭、盗用、提供虚假材料或违反相关法律法规一经发现即刻丧失参赛相关权利并自负一切法律责任。

7.如以项目形式参赛的，参赛申报人须为参赛项目主要负责人；如以企业形式参赛的，参赛申报人须为企业主要创始人以及第一大自然人股东(或个人持股比例不低于20%)。

三、参赛赛题

本赛道聚焦生物医药、精细化工、高端仪器仪表以及人工智能驱动的合成生物学等高成长性领域，旨在发掘并培育前沿技术和高水平团队。通过推动产业、创新、人才与资本链条的深度融合，助力浙江省生物制造产业实现高质量发展。

赛道细分方向如下:

1.基因元器件智能设计与构建技术:开发基因元器件生物设计工具，建立基因元器件标准化库，实现基因元器件高效挖掘与精准设计，以及基因线路高效组装与精准控制。

2.酶元器件智能设计与构建技术:开发计算机辅助设计、蛋白质工程、高通量筛选、人工智能集成技术，研究酶元器件精准改造方法，提高酶的催化效率、底物特异性及反应选择性。

3.人工细胞工厂铸造技术:开展生物功能模块化设计、底盘细胞的定制与适配，研究开发高通量全基因组水平定向进化与智能化细胞代谢通路设计技术，构建高精度基因组编辑体系，以实现基因元器件的自动化组装与集成、基因编辑以及底盘细胞的优化，提升底盘细胞的性能。

4.基因调控与代谢途径优化技术:研究基因元器件的自动化组装与集成过程，开发多功能基因调控与测试工具，实现代谢网络全面优化，创建面向医药化学品、精细化学品、生物催化剂、生物材料、药用蛋白多肽等产品的高效人工细胞工厂。

5.生物制造产业应用示范:聚焦生物制造核心工艺与装备，研究反应器设计、精准发酵、过程集成和强化、生物制造新工艺、发酵放大工艺等关键技术。

The Biomanufacturing Track of the 2nd Global Technology Innovation Competition

EVENT GUIDE

Ⅰ.ELIGIBILITY

This thematic competition focuses on globally recruiting innovative projects that meet the requirements of the thematic track fields.

Ⅱ.REQUIREMENTS

1.The project shall comply with China's national laws, regulations, and industrial policies.

2.The project team shall consist of one team leader and at least two core members. The team leader shall be no older than 65 years (born on or after September 1, 1961), and the average age of the team shall not exceed 55 years.

3.The project leader shall meet at least one of the following qualifications: (1) hold a doctoral degree or higher; (2) be recognized as a Category E or higher talent in Hangzhou; (3) have at least three years of relevant overseas work or entrepreneurial experience; or (4) have held a mid- or senior-level technical or management position, or served as a research team leader, at a domestic or overseas university, research institute (including a new-type R&D institution), or well-known enterprise.

4.If the participating project has completed industrial and commercial registration, the corresponding enterprise shall be a non-listed technology-based small and medium-sized enterprise with standardized operation, good social reputation and no bad records, and its registration period shall generally not exceed 3 years.

5.If the participating project has not completed industrial and commercial registration, it shall demonstrate strong innovation capabilities and high growth potential. The project shall primarily engage in the R&D, manufacturing, or provision of services related to high-tech products within the fields specified for this track, and shall have strong potential to generate economic and social benefits.

6.The products, technologies and related patents involved in the participating projects shall be owned by the participating team or enterprise without any property right disputes with other entities or individuals, and shall not infringe upon others’ intellectual property rights. All involved inventions, patented technologies and resources must have clear and legitimate intellectual property rights or property rights. Any act of plagiarism, embezzlement, submission of false materials or violation of relevant laws and regulations will result in immediate disqualification from the competition, and the concerned party shall bear all corresponding legal liabilities.

7.For project-based entries, the applicant shall be the principal person in charge of the project. For enterprise-based entries, the applicant shall be a core founder and the largest individual shareholder of the enterprise (or hold an individual equity stake of no less than 20%).

Ⅲ.COMPETITION TRACKS

Focusing on high-growth fields such as biopharmaceuticals, fine chemicals, advanced instrumentation, and AI-driven synthetic biology, this track aims to identify and nurture cutting-edge technologies and high-caliber teams. By promoting the deep integration of industry, innovation, talent, and capital, the track will support the high-quality development of Zhejiang's biomanufacturing industry.

The sub-tracks are as follows:

1.Intelligent Design and Construction Technology of Genetic Components

Develop biological design tools for genetic components and establish standardized genetic component libraries to enable efficient discovery and precise design of genetic components, as well as efficient assembly and precise control of genetic circuits.

2.Intelligent Design and Construction Technology of Enzymatic Components

Develop integrated technologies combining computer-aided design, protein engineering, high-throughput screening and artificial intelligence; investigate precise modification methods for enzymatic components to improve enzyme catalytic efficiency, substrate specificity and reaction selectivity.

3.Foundry Technology for Artificial Cell Factories

Carry out modular design of biological functions and customization & adaptation of chassis cells; research and develop high-throughput whole-genome directed evolution and intelligent cellular metabolic pathway design technologies; establish a high-precision genome editing system to realize automatic assembly and integration of genetic components, gene editing and chassis cell optimization, and enhance the performance of chassis cells.

4.Gene Regulation and Metabolic Pathway Optimization Technology Investigate the automated assembly and integration of genetic components; develop multifunctional gene regulation and testing tools to achieve comprehensive optimization of metabolic networks; and construct efficient artificial cell factories for products including pharmaceutical chemicals, fine chemicals, biocatalysts, biomaterials, medicinal proteins, and polypeptides.

5.Industrial Application Demonstration of Biomanufacturing Focus on core biomanufacturing processes and equipment, and research key technologies such as reactor design, precision fermentation, process integration and intensification, novel biomanufacturing processes, and fermentation scale-up.
