赛事指南

一、参赛对象

重点面向全球广泛招募符合专题赛道领域要求的创新类项目。

二、参赛要求

1.符合国家法律法规和国家产业政策。

2.项目团队组成包括1名负责人和不少于2名核心成员，负责人年龄不超过65周岁(1961年9月1日以后出生)，团队平均年龄不超过55周岁。

3.项目负责人应满足其下任意一项：

(1)取得博士及以上学位；

(2)被认定为杭州市E类及以上人才；

(3)有海外相关工作经历(含创业经历)3年及以上；

(4)曾在国内外高校、科研院所(新型研发机构)、知名企业中担任中高级技术职务、管理职务或科研团队带头人等专业人才。

4.若参赛项目已完成工商登记工作，需为经营规范、社会信誉良好、无不良记录的非上市科技型中小企业，企业登记注册时间一般不超过3年。

5.若参赛项目未完成工商登记工作，参赛项目需具有创新能力和高成长潜力，主要从事专题赛要求的项目领域内的高新技术产品的研发、制造、服务等业务，具有良好的经济效益和社会效益潜力。

6.参赛项目涉及的产品、技术及相关专利归属参赛团队或企业，与其他任何单位或个人无产权纠纷，不得侵犯他人知识产权；所涉及的发明创造、专利技术、资源等必须拥有清晰合法的知识产权或物权；抄袭、盗用、提供虚假材料或违反相关法律法规一经发现即刻丧失参赛相关权利并自负一切法律责任。

7.如以项目形式参赛的，参赛申报人须为参赛项目主要负责人；如以企业形式参赛的，参赛申报人须为企业主要创始人以及第一大自然人股东(或个人持股比例不低于20%)。

三、参赛赛题

本赛道以光子芯片、光互连技术以及硅光子制造工艺等关键细分领域为核心，以市场需求和产业发展为导向，着力吸引和培育优质项目，加快构建完善的光电子集成产业集群，进一步巩固浙江省在全球光电子技术创新领域的影响力和领先地位。

赛道细分方向如下：

1.光电融合核心器件设计与集成:围绕光电芯片(包括激光器、调制器、探测器、硅光芯片等)设计与制造、集成电路(包括TIA、Driver、Switch、DSP等)设计与制造、光电联合设计EDA工具、光电接口、光电材料与设备，攻关材料异质集成、先进封装与测试、模块/组件设计与集成等关键技术，突破光电协同设计、制造与封测瓶颈，提升系统集成度、带宽密度与能效水平，夯实光电融合硬件底座。

2.光电融合系统与场景应用:面向NPO/CPO/OIO光电互联方案、AI算力互联与超节点架构，发展光电融合计算、光电融合算子库及应用生态；拓展车载雷达、AR/VR、光电传感、光量子与量子互联网、微波光子等前沿应用场景，推动光电融合技术在智算中心、智能驾驶、下一代通信等领域规模化落地。

The AI+Optoelectronic Integration Track of the 2nd Global Technology Innovation Competition

EVENT GUIDE

Ⅰ.ELIGIBILITY

This track is open to innovative projects from around the world that meet the requirements of the track.

Ⅱ.REQUIREMENTS

1.The project shall comply with China's national laws, regulations, and industrial policies.

2.The project team shall consist of one team leader and at least two core members. The team leader shall be no older than 65 years (born on or after September 1, 1961), and the average age of the team shall not exceed 55 years.

3.The project leader shall meet at least one of the following qualifications: (1) hold a doctoral degree or higher; (2) be recognized as a Category E or higher talent in Hangzhou; (3) have at least three years of relevant overseas work or entrepreneurial experience; or (4) have held a mid- or senior-level technical or management position, or served as a research team leader, at a domestic or overseas university, research institute (including a new-type R&D institution), or well-known enterprise.

4.If the participating project has completed industrial and commercial registration, the corresponding enterprise shall be a non-listed technology-based small and medium-sized enterprise with standardized operation, good social reputation and no bad records, and its registration period shall generally not exceed 3 years.

5.If the participating project has not completed industrial and commercial registration, it shall demonstrate strong innovation capabilities and high growth potential. The project shall primarily engage in the R&D, manufacturing, or provision of services related to high-tech products within the fields specified for this track, and shall have strong potential to generate economic and social benefits.

6.The products, technologies, and related patents involved in the participating projects shall be owned by the participating team or enterprise, with no ownership disputes involving any other entity or individual, and shall not infringe upon the intellectual property rights of others. All inventions, patented technologies, resources, and other relevant assets involved shall have clear and lawful intellectual property or ownership rights. Any plagiarism, misappropriation, submission of false materials, or violation of relevant laws and regulations, once discovered, will result in immediate disqualification from the competition, and the responsible party shall bear all corresponding legal liabilities.

7.For project-based entries, the applicant shall be the principal person responsible for the project. For enterprise-based entries, the applicant shall be a core founder and the largest individual shareholder of the enterprise (or hold an individual equity stake of no less than 20%).

Ⅲ.COMPETITION TRACKS

Focusing on key fields such as photonic integrated circuits, optical interconnect technologies, and silicon photonics manufacturing processes, this track is guided by market demand and industrial development. It aims to attract and nurture high-quality projects, accelerate the development of a comprehensive optoelectronic integration industry cluster, and further strengthen Zhejiang's global influence and leading position in optoelectronic technology innovation.

The sub-tracks are as follows:

1.Design and Integration of Optoelectronic Fusion Core Devices Focus on the design and fabrication of optoelectronic chips (including lasers, modulators, photodetectors, silicon photonic chips, etc.); the design and manufacturing of integrated circuits (including TIAs, drivers, switches, DSPs, etc.); EDA tools for optoelectronic joint design; optoelectronic interfaces; and optoelectronic materials and equipment. Tackle key technologies such as heterogeneous integration of materials, advanced packaging and testing, and module/component design and integration. Overcome bottlenecks in optoelectronic joint design, manufacturing, packaging, and testing; improve system integration, bandwidth density, and energy efficiency; and strengthen the hardware foundation for optoelectronic integration.

2.Optoelectronic Fusion Systems and Scenario-Based Applications Target NPO, CPO and OIO optoelectronic interconnection solutions, as well as AI computing interconnection and super-node architectures. Develop optoelectronic hybrid computing, optoelectronic fusion operator libraries and supporting application ecosystems. Expand cutting-edge application scenarios including vehicle-mounted radars, AR/VR, optoelectronic sensing, photonic quantum technology & quantum internet, and microwave photonics. Promote large-scale commercial deployment of optoelectronic fusion technologies in intelligent computing centers, intelligent driving, next-generation communications and other fields.
